For MEMS 1.9 (early non VVC with a distributor) I know that a PSCAN can be used to upload a map file that SAWS will provide. I would assume it's similar for MEMS 2 VVC cars but its best to check that with SAWS.

MEMS 3 is the first engine ECU that support upload of external map by software. 
MEMS 1.9 and MEMS 2J reqiure physical removal of chip from engine ECU and replacement of map in order to change engine ECU map.

MEMS 1.9:  a limited amount of tuning can be done with pscan (open loop fuel mixture and ignition timing advance).  I went with Rob Bell to tune his on a rolling road and from memory we got about 5 bhp more from it.
MEMS 2J:  there is no tuning capability
MEMS 3:  maps can be programmed from SAWS Tuning
