Is it there all the time or only when driving?

Could be the retaining ring for the fuel pump / sender unit

Didn't the early F's have porous tanks which made the car smell of fuel?

This suggests to me that there is a leak around the throttle body after the choke adjusts.

Would be worst when getting in to a car that hasn't been used recently.
